On February 17, 2009 at approximately 3:00 p.m. a confidential victim called the Porterville Police Department to report his cellular telephone stolen.
The victim reported he has telephone contact with the suspect. The victim made arrangements to meet the suspect at Zalud Park to exchange the phone for cash.
The victim contacted the suspect, Bob Turpin, and Zalud Park.
Mr. Turpin refused to give the phone back to the victim unless he was given cash. The victim detained Mr. Turpin at Zalud Park.
Officer Scaggs arrived on scene and took Mr. Turpin into custody. Mr. Turpin was booked into Tulare County Jail on a charge of possession of stolen property.
