If sleep deprivation is Torture as U.S Senator Diane Feinstein claims, then surely denying water to people pleading for water to sustain life, jobs and communities is Torture?

Are Farmworkers, farmers, home owners and Cities in the south Valley being targeted and Tortured by powerful politicians who pass and support Legislation successfully stealing their valley water resources to benefit the areas they favor?

Over four million acres of valley land including valley cities is the collateral for the construction and repayment of the water systems serving the valley and other regions of the state. Valley landowners pay taxes annually for the water projects, some landowners pay over $500 per acre per year for contracted water allocations even when ZERO water is delivered. Failure to pay the $500 per acre in full each year before their water allocations are unfairly diverted to the Bay area and out to the ocean, will result in Foreclosure and Loss of your land.

Valley residents are forced to pay the Tax Bills while powerful Bay area politicians and Bay area developers continue building homes using their water to grow their urban population, while bankrupting South Valley landowners.

Four pieces of Legislation cleverly set the table for Bay Area politicians to bankrupt Valley homeowners, Landowners, Cities and Counties:

1. 1992, Bay Area Congressman George Millers Federal Legislation Cleverly named “Central Valley Project Improvement Act” (CVPIA) revoked existing Valley Water Contracts terms and conditions. The New Contract terms divert over 1.2 million acre feet of Valley surface water deliveries to the Bay area and ocean every year. The New Contracts eliminated the right to guaranteed contract renewals to CVP Farmers, consequently their water contracts expired in 2007. Potentially this Law will cause One Million acres of Valley farmland to permanently Dry Up.

2. 1994, Bay Area U.S. Senator Diane Feinstein Cal-Fed Bay Delta restoration plans water diversion requirements mandate to achieve the stated goals could potentially retire 500,000 to 1,000,000 acres of Additional Valley farmland by diverting more valley surface water deliveries away from valley Farms and Cities. Another Million acres might permanently Dried up.

3. 2009, Jim Costa and Feinstein’s San Joaquin River Settlement Act (SJRSA) Destroyed the CVP Eastside Valley Friant Water Contracts serving 15,000 landowners, Farms and Cities on the Valley Eastside for over 60 years. As a result in 2014 Friant water users in Madera, Fresno, Tulare and Kern Counties received ZERO Friant (Millerton Lake) surface water deliveries thanks to Feinstein and Jim Costa’s SJRSA that reallocated their contracted water to other areas. Eastside Valley Farms and Cities must pay Millions of dollars annually for the Friant Water Project or lose their farms even when they receive ZERO WATER. It’s Water Torture watching their crops and water wells dry up because their surface water deliveries have been stolen. Costa’s SJRSA puts another 500,000 to 1,000,000 millions acres of Valley land and jobs at risk of Drying Up.

4. 2014, California State politicians passed and Governor Brown signed into Law State Groundwater control Legislation giving the State the Authority to install meters to monitor and Control every water well in California. The Central Valley is ground Zero to immediately initiate control over groundwater because of depletion Groundwater at an alarming rate. Groundwater depletion was intensified by laws passed since 1992 that reallocated huge volumes of valley surface forcing Valley Farms and Cities to rely on Wells to survive. Who Knows how many acres will Dry up because of this State groundwater control Law? One thing is certain, the three laws previously mentioned above may dry up 3 million acres of Valley land. Groundwater Control without restoring contracted surface water deliveries assures that even more Valley Land and Jobs will permanently Dry Up. The Question is how long before Your City, Farm, House well or Job Dries Up?

Jim Costa, Diane Feinstein, Barbara Boxer, George Miller, Governor Brown and many others are responsible for Water Torturing Valley Residents pure and simple. They have caused Severe Sleep Depredation by passing Laws stealing our Jobs and Water.

The solution is for the U.S. Senate And President Obama to pass water legislation like the recent water Legislation Congressman David Valadao and Devin Nunes have repeatedly passed out of Congress only to see the “Water Crisis” solution Legislation rejected by President Obama and the U.S Senate controlled by Senator Harry Reid. Valley residents should demand that every elected official support Legislation to solve the “Water Crisis” before it’s too Late!!

Valley residents have suffered to many sleepless tortured nights for years now wondering how will they survive and feed their families?
